Lakeside residents have a lot to look forward to: a new equestrian center, a new library and a major facelift atDes Lindo Lake.

Lindo Lake Park is the centerpiece of Lakeside, its two lagoons surrounded by open space as well as the current library, the Lakeside Community Center, Lakeside Teen Center, two playgrounds, a picnic shelter, a ballfield, a 17-piece outdoor fitness station, tennis courts and a skate park.

Residents like Janis Shackelford, a former member of the Lakeside Community Planning Group, Lakeside Historical Society and Lakeside River Park Conservancy, have been eagerly awaiting each of the projects.

“In a few years, it will be a whole lot of new things in Lakeside, ” said Shackelford, who moved from North Park in 1983. “The equestrian center is going to be a stellar operation once it gets off the ground. The current library is really sort of a 1950s, ‘60s style of building and is very outdated, and I’m hoping that the new library will be very open with views, and a great amenity for the community. Lindo Lake, once it is re-established, will be something for everyone — fishing, bird watching, updated walking paths around it and more.”

The plans for all three have been on Lakeside’s bucket list for awhile, and are particularly important for San Diego County Supervisor Dianne Jacob to see come to fruition. Jacob will be termed out of office this year after 28 years representing East County.

Jacob said the “Lakeside tripleheader” will balance out some of the stressors of 2020, including the COVID-19 pandemic. The health emergency made last week’s groundbreaking ceremony for the $16 million Lakeside Equestrian Park go virtual rather than in-person.

“There’s been so much doom and gloom, ” Jacob said. “I just keep pushing for the projects. Lakeside is going to see a huge infusion for the community.”

Construction on the equestrian park, a 13.88-acre site at the northeast corner of Moreno Avenue and Willow Road, should start this month, with a planned opening date early in 2022.

Officials said the equestrian park is the first of its kind in the County Parks system. It has been in the works for eight years, Jacob said, and she especially credited the leadership of Tim Armstrong of the East County Equestrian Foundation.

Its amenities will include a covered 45, 000-square-foot arena, a 45, 000-square- foot open arena with shaded bleacher seating, a multi-purpose building for community events with a 3, 200-square-foot concession kitchen. Its parking area will have solar-powered lighting and dedicated space for overnight parking for recreational vehicles that will include utility hook-ups.

“There will be no better place in the entire county for equestrian events, ” Jacob said. “This is one-of-a-kind, and and what more perfect spot than Lakeside where there are rodeos and cowboys? This will be a boost to the local economy and also will draw a lot of tourists.”

Construction is expected to begin next spring for the new library two blocks west of the current site, with an expected finish in the summer of 2022. Lakeside’s current library was built in 1962 and is 5, 000 square feet. The $19.5 million library coming to Woodside Avenue near Channel Road, will be 16, 400 square feet.

The new library will include a community room that can seat 150, five study rooms, a conference room, large spaces for children and teenagers, a patio, a “Friends of the Library” bookstore and a public art component. It will also be high tech with automated book returns and a laptop kiosk.

Fixing the east basin and 24 acres at Lindo Lake has already begun, and is expected to be finished in April 2022 at a cost of $8.8 million. Upgrades to the west basin in a second phase will be considered at a later date, possibly as soon as 2022. The county already has the needed environmental reviews and documentation to move ahead once vegetation on the east side takes hold and when funding is available.

Plans show 100, 000 cubic yards of sediment will be removed from both basins to deepen the lakebed up to 10 feet. Currently, some intended deep spots in the west basin only go down three feet because of silt that has built up. The initial plan involves improving the water quality in the east basin by deepening it, adding water to it and taking steps to keep sediment from accumulating in it.

“Lindo Lake is really silted in, and over the years it has not been attended to by the county, ” Shackelford said. “There’s a lot of muck in there. (Fixing it) has been on the community’s wish list since the 1990s.”

Other plans for the east basin show the building of a fishing pier and two bird-watching stations. Around the area will be additional picnic tables, ADA-accessible amenities including walking paths, benches and water-efficient irrigation to help restore native habitat.

The lake is now fed by rainwater, runoff and two groundwater wells. Another well is planned to be built for the east side of the lake.

Longtime Lakeside environmentalist Billy Ortiz said he has mixed feelings about the changes that are coming for Lindo Lake because he likes “the natural biology, the way it made itself.” But he said the final results will be better in the long run for fish and other wildlife and will be more appealing to the eye with improved trails and new trees planted.
